The pKa of cocaine is 8.6 so you need to raise the pH to 11.6 or greater. The heat would melt the outer layer and then vaporize it. You would end up with a small amount of crack and the majority of coke still dissolved. When things burn they do it from the outside in.

It’d be a good insulator because of the size of the molecule and how it’s powdered. I’m extrapolating my understanding of how the chemical bonds work.
